This usually means a software package that is capable of decoding digital.

Most bearcats are pretty good in the digital area.

It some cases it may even mean a slight modification to the scanner.

You should be aware however that scanner use in the US has quite strict legislation which in some states may prohibit the decoding of such signals so please check first.

You would only be able to set it to listen to broadcast on open frequency, restricted channels can not used for the same it need to be programmed by Police only, please follow the following steps

#1 Find the buttons "Scan," "Manual," "E" (for enter) and a button with a dot on it on the scanner. The keypad is numbered zero through nine. These buttons will be used to set the scanner.
#2 Start programming by pressing "Manual" and then the channel number for where you want to put the first frequency. For instance, if you wan to enter a frequency on channel 25, enter 2 and then 5 on the keypad, then press "Manual" again.
#3 Use the keypad to enter a frequency from the list of local frequencies you have. The dot button is used as the decimal point in the frequency. For instance, to enter 578.356, you will enter "5, 7, 8 dot, 3, 5, 6" and then press the "E" for enter. If you mess up the numbers, you can press "Manual" or the "Dot" two times and then begin entering the frequency again.
#4 Watch for the channel to blink twice, which means that you have entered the frequency correctly and it was saved in the memory.
#5 Press "Manual" again to advance to the next channel. Then repeat Steps 2 through 4 to program more channels.

Your nailer will only use clip head. Model FR350a looks similar however is designed for full round head. Take your gun to a large fastener company that deals in mainly construction industry nails/nailers and talk to the manager about purchasing nails for future events tell him your issue with FEMA. I'll bet that you could exchange your nailer for little no cost to the department for a round head type. They usually have plenty of used, trade-in and unclaimed guns. Good luck
