Power on the system and immediately press the Power + Security (Ctrl-Alt-Del) buttons simultaneously for a second. This will allow you to run a diag on the hardware. Do all the tests. If all passes, then you may need to reload the operating system.
Download and install the drivers from manufacturer website. If you are unable to recognize the device specific drivers then i would suggest to use the driver scanning tool, it will search for the drivers online and will show a list of of device specific updated drivers. Hmmm does the penn have a battery then? I guess something is wrong with the wiring as not just the pen does not work but touching all all not. Stuff should just simply work and not require loads of troubleshooting.
