Cannot get AutoCAD 2008 civil 3D 32 bit to run or install on Vista home premium 64 bit system

Recommended configuration (excluding server components used with project management capabilities):
Note: Windows XP 64 and Windows Vista 64 are supported in 32-bit compatibility mode only.
Here's how you should be able to run it in compatibility mode:
1. Right click on the Autocad Icon in your start menu
2. click on Properties
3. click on the Compatibility tab at the top
4. check the box next to Compatibility Mode and select Vista 32 bit if it is given as an option.
I don't have Vista here, but that is how it works in XP and I did do a search and it appears to be the same in Vista.

System is about 4 years old. I want it to be compatible with my new 64-bit Samsung AMD laptop.
I want my four-tear-old desktop to be compatible with my 2013 64-bit Samsung AMD laptop.
