The idle is set to low or the low idle adjustment is off would be where I'd start

Well your engine has a carb, so it could be dirt in the carb, or a vac leak, or several other possible causes.
Does the choke close when the engine is first started ? Have you checked the fuel line to see if the pump is providing gas ?

Check for proper placement of all springs & linkage on carb / throttle. One of those springs and/or linkage pieces is largely responsible for idling UP the engine so that it will be able to operate the welder & generator. If it won't idle up, it won't work right.

Won't idle without choke on

check for vacuum leak and spark plug wires firing ordered. use a bottle of propane around the intake seal to check for leaks there (if you have a leak at the seal the engine will surge near the leak)

I have a 2 cycle Troy-Bilt TB90BC line trimmer. Won't idle. I've had the carburetor dipped, installed a new carb kit, replace the gas lines, but will only run at full speeds. Dies out easily....

One of three things is occuring here. The IDLE SPEED SCREW (Phillips head) on the throttle plate is screwed in way too far. The L and H mixture screws are open way too much allowing the carb to use excessive fuel, even on startup. Those 2 screws may need adjusting. The metering lever in your carb is not adjusted flush with the carb body flange and is holding the gas needle open constantly. Check these things and post back.

Sometimes, unfortunately, the chemicals and solvents used in a "dip" and/or cleaning solution are too harsh. They tend to "swell" the very sensitive check valves inside the carb. The idle fuel circuit has one, the high speed main nozzle has one, and there are one or two inside the primer pase assembly on top of the carb. You state that it won't idle, but does it run otherwise. If it does, some carb adjustments may be required on the L and H screws to get it to idle.

!995 22-RE engine idles about 1500 rpm Have backed off on both screws on the throttle body and still won't idle.

CHeck for loose vacuum lines. At times spraying carb cleaner or cleaning the carb before adjusting helps. Check the idle up, you may have do do some adjustments. Check also the timing.
