This washer will stop and start a number of times during fill as it is sensing how much water it needs. Also you must hook both water line up and have both on. Also you must use HE soap and very little of it.
The inlet valve is faulty and you have to replace it. It is located on the right side of the machine viewed from the rear where the fill hoses are attached to.Turn-off the water supply, unplug the machine and do the following:
Remove the three screws holding the top panel in place.
Disconnect the hoses and electrical connections to the water inlet valve.
Remove the mounting screws holding the water inlet valve.
Reinstall the replacement valve.
Reinstall the hoses and the electrical connections.

Sounds like you have sticking water level switch, due to possible blockage in the pressure chamber or pressure chamber hose..
You need to check the pressure chamber and the small hose that is attached to it for a blockage,. This problem will cause all of the symptoms you have described.. When it is stood for a while that is why it will work, the pressure releases and the switch will work until the pressure builds up and then it sticks again. The pressure chamber hose goes up to the water level switch
