Try unplugging your television for a half an hour or so. It might reset to original settings, Your problem might be input lock features. If you can get to the menu after unplugging your tv for awhile we might be on the right track. I'm just looking thru a Toshiba manual that I have.
Toshiba? Suspect that if it uses a Lamp for brightness (a model number would help) it may have failed----customer replaceable and if remove look to see it is not shattered inside--2 year, 2000 hour life is normal.

TV will not turn on - Yellow power ind. Light blinks three times...
Fixed with a firmware update (hard to believe, but true). Search Google for a file named: 2007SEN069.zip (don't worry if the page you find it on doesn't mention the 37HL17 - it worked fine). Unzip the file, and copy the 3 folders and 3 files to the root of a small SD card. The SD card MUST be 2GB or less in size (I used a 1GB card), and it MUST be formatted with FAT-16 (not FAT-32). Mine was pre-formatted as FAT (FAT-16). The SD port is on the back of the TV behind a cover plate near the power cable. You do NOT need to remove the back cover of the TV, just the small cover plate (1 screw). UNPLUG the TV; remove the cover plate; insert the SD card (prepped as explained above); Plug in the TV; Watch the yellow lights blink, then turn blue, then go dark; UNPLUG the TV; remove the SD Card and replace the cover; Plug in the TV; Yellow lights will blink a few times (this is normal); when blinking stops, turn on the TV and you should be good to go. :-)

The Aspect ratio of the TV could be on the wrong setting for the image you are trying to view. Widescreen's standard ratio is 16:9 ensure the TV is not set to zoom, 4:3, or pan & scan in the picture menu of your TV.
If the picture looks normal except it's just missing the edges or looks squashed or looks like it is zoomed in from the normal image then aspect ratio is probably the cause.
Try changing the input device to something you are sure works. Switch off TV manually, switch off power, remove plug and retry after 48 hours. If problem persists, please refer it to a qualified service technician.
usually after 4 or 5 yrs EHT ( transformer that supplies voltage to tube ) becomes weak - then TV won't get ON.. means no picture no sound ..but LED blinks - in some TVs along with EHT 1 or 2 components like resistor, transistors, etc will also gets deffective ............... so solution is TV circuit board has to be checked to find whether only EHT is deffective or other components are also deffective - price of EHT will be between Rs.250 (US$ 5) to Rs.600 ( US$ 12) ........iam from bangalore (09986222774, [email protected] ) .....i don't have any idea about EHT component's price & service charge in your area........this problem cannot be solved by user unless user is a technical person having idea about components (resistors, transistors,diodes,...etc..), having multimeter , soldering iron & other tools...so my suggestion call TV service engineer or contact toshiba service centre.........
