When I switch on the CISCO Router 2600, the response is that only the POWER and RPS LEDs become yellow - with the RPS LED flashing about once in one second. What could be the problem? Is it the power supply that has got a problem or the router itself?

This is the indicator configuration for the 2600, if the lights are yellow there is a problem.
The following indicator LEDs provide power, activity, and status information:
• POWER (green)—Lit when power is on
• RPS (green)
– Off—No redundant power supply (RPS) is present
– Blinking—System is booted, RPS is present, RPS failure
– Continuous on—System is booted, RPS is present, no RPS failure
• ACTIVITY (green)
– Slow, steady blinking—System is booting
– Blinks during system activity, such as interrupts and packet transfers

To tell what is going wrong, you need to connect a con cable to the unit before starting it, then start hyperterm on your computer set it to:
Your PC terminal emulation program is configured for 9600 baud, 8 data bits, 1 stop bit, and no parity.
This will give you a complete listing of what the unit is doing.
If you don't have a com cable, they are available on ebay and many other sites on the internet for less them $20.
