hi there.you will need some capacitors replacing on the power supply board.they arent expensive at pennies each...yuor local repair shop may do the job if you take them the board along...

There no lamp in the LCD tv only CCFO floorescent light tubes.U can't reset or adjust those CCFO floorescent light tubes.Those CCFO floorescent light tubes are design to work as a whole LCD screen for the tv that it.The tv power supply board is dead.That the board where the power a/c cord plug into it.That the power supply board,it dead.Tries websites like Shopjimmy.com,Ebay.com to buy a whole refurbish power supply board for the replacement.On the board u said u see flashing blue light,searches all around for those dead leakages capacitors,they alway bulges up on it tops or puff up on it tops.Replaced those dead capacitors or replaced the whole board.This actions will get the tv power stable again and work.

Hi Compgeek09 Please check CCFL is hooked in connector properly, all connectors of back light inverter board are plugged correctly, check also other connectors of removed boards while CCFL replaced. It doesn't seem issue of back light inverter board nor its related to ground wire of power plug to wall because tv was working before replacement of CCFL.
