The green rectangle is full automatic. You can use the P mode for the same function. In the P mode, you can change settings, in the green rectangle, you cannot.

This is a fairly new Digital camera model. A few quick things that could cause your particular problem is that the camera hasn't had a media card installed. The media card may not have been formatted to the camera. The lens is not totally locked in position. Within the menu there is a function that prevents the camera from taking a picture if there is no media card installed. If there is a media card in the camera it may be full of pictures and unable to store any more images. If the media card is not the problem then I would say that the camera is not focusing and without focus the camera will not take a picture. Look for the auto focus confirmation little green dot in the viewfinder it should be a solid green not blinking. Hope this was a help

According with photo experts and amateur owners, that is because it is forced to use a slow shutter speed
at night, which means even the smallest movement from you while you
take the shot will make the photo blurry. First, to take nighttime
shots you need a good tripod. Second, learn testing to use your camera on
manual instead of an Auto setting. If you use a DSLR on Auto setting, your photos will not be any better than if you were using a cheap point and shoot camera.
This can even happen with flash if the shutter stay open too long.
without film, look in viewfinder and see what shutter speed the cmaer
awants to use- it may be set incorrectly and is set on manual shutter
speed- the shutter speed numners are actually the bottm part of a
fraction, so 30 is 1/30th of a second- to prevent blur you want the
numbers to be 60 or higher.
Test it.
