The error is popping up because of corrupt system files. the system files might have been corrupted because of Virus attack or recent changes to your programs(install/uninstall/update applications)
Please try the below steps.
Method 1:
Try the following steps and check if that fixes the issue:
a. Click Start, type cmd, right-click cmd.exe and select Run as administrator.
b. At the command prompt, type regsvr32 msxml3.dll and then press enter.
Method 2:

Disclaimer:
If you run the virus scan the program that is infected with virus will get deleted. So you have to reinstall the program. Also if the files and folders are affected with virus then they might even get deleted.

Hi Please check the Processes From Task Manager window - Check how much is the Memory Usage - There will be Lot of Programs running - Check the one which is taking the Max and Right click on that Program and End Process - Remove the Program which is causing the Problem
- Better Run the Registry Cleaner tool and clean the Registry - Also check Run the PC Virus Check and remove the Viruses - Increase the Total Paging File Size by increasing the Virtual Memory .

The re-installation of windows is however recommended, but you can try with follwing procedure to remove Think point Virus:-
1. Restart your computer in SafeMode - After Power-On the computer, just before Windows start, press F8 - From the selections, Select SafeMode
2. End ThinkPoint Process - Press Ctrl+Alt+Del from the keyboard to open Task Manager - Go to process Tab - Select 'hotfix.exe' and click on End Process - Close Task Manager
3. Remove Registry entries that the threat added. You MUST BACKUP YOUR REGISTRY FIRST. - Click Start > Run - Type in the field, regedit - Navigate and look for the registry entries mentioned above and delete if necessary
4. Delete malicious files that the threat added: - Base on the given location above, browse and delete the file - If no location is given, click Start>Search> and search for the files. - If cannot be deleted, press Ctrl+Alt+Del to access Task Manager, see if the file is running in the process. If it is, select the file and click End Process. Perform file delete again.
5. Scan computer with Antivirus Program - Update antivirus program - Scan computer and delete all detected threats.

How to remove raila odinga virus is a very easy process. Firstly, Raila odinga is a worm that attacks Microsoft word files, but it looks like a JPG file and mostly found on the desktop.
Raila odinga has some common characteristics
1. If you delete the picture file it will delete and return to where it was.
2. It runs from the driver folder in system 32 folder
3. it auto runs at system startup
4. It makes the computer boot slowly
5. It makes your computer to hang.
6. It creates new folder.exe folders in your computer
How to remove raila odinga virus, open my computer, double click drive C: open WINDOWS folder, double click on system 32 folder, open driver folder,
locate the word file in the folder, note the name. Right click on the task bar, open task manager, click on the process tab locate the name of the word file you saw in the drive folder, right click on the name of the file, click end process, to terminate the running process
Open the driver folder of system 32 where the file is, delete all the ms word files on that folder, then close the folder locate the raila odinga picture file usually on the desktop or somewhere in your computer, delete the picture file. Please do not double click on the picture file only delete it, finally empty your recycle bin and restart your computer. That way odinga is off your machine.

If the machine is a Dell with DellControlPoint, open start, run then type msconfig and hit enter. Choose the Startup tab and find the startup item named "Dell" with the Command from "C:\Program Files\Dell\Dell Control Point\Connection Manager\Dell.UCM.exe" and uncheck the box. Hit Ok, then reboot your computer.
