This will be a main board issue, replace the board and the set will work like it's supposed to. I would take another TV and run a channel scan and be sure your antenna is picking up the channels before ordering a main

Can't change channels stuck on 4 tried scanning it but it goes back to 4 won't change on the tv or a remote

When you run a scan the TV changes to every channel and tries to tune in a station. that is why it takes so long. If your TV is only finding channel 4, I would guess that is the only station strong enough for it to pick-up. You should check and / or replace your antenna and or antenna cable. Then re-scan the channels. with a better antenna, it should find more stations.
Most older Tube type TVs need a converter to pick-up digital TV, if you have a converter, make sure it is plugged in.

You should not be getting any stations without a digital tuner TV or a converter box.

The FCC site says this:

The FCC established September 1, 2015 as the date for the termination of all analog low-power television service. Since that date, analog television should no longer exist in the United States. Until that time, LPTV stations were allowed to continue to operate their analog facilities.

I have a VIZIO E552VL TV hooked up to an Over the Air Antenna and want to MANUALY put in channels NOT AUTO SCAN

Not sure if your TV is digital or analog, but I think an analog TV does not have the ability to perform auto scan, so you may be able to manually input the channels. As a kid, my dad installed a rotary antenna, and as it rotated and TV pictures displayed on the screen, dad noted the specific spot on the rotary unit; and every time we turned the set on, we just pointed the arrow on the dial on the unit to where dad noted what the channel number was on the unit, and the antenna turned toward that direction, and the pictured appeared on the screen.

How do I run channel auto scan

Press MENU, use left/right buttons to get to input, then select AUTOSCAN using up/down keys and SELECT/ENTER button. This will take a while, 3-5 minutes. When it finishes, it will default to channel 2. At t.his point, push LIST button to see all stations it found.UP/DOWN buttons will let you select station of interest.

I have a RCA LCD TV model no. RLC3708A and when hooking it up when I took it out of box, I got to

I think you are confusing the channel on the tv and the channel of the cable company that is not something that you can pick up with the scan tv, scan tv is good for picking up local channel meaning air channel that we get with a antenna only not the cable chanel

I HAVE A DIGITAL ANTENNA AND I WHEN I DO A CHANNEL SCAN IT'S NOT PICKING UP ALL THE CHANNELS HOW DO I GET ALL THE CHANNELS

It has to do with the distance and direction of the different TV station antennas. You have to have a strong enough antenna, and you have to aim it at the TV station's transmitter.

I cannot put in tv stations manually the auto search doesn't pick

cant help you there, Most TV's have a little flap you lift up to access a little wheel and switch that has 4 regions you start at 1 and roll the wheel till a station is found and is cleasr to view. then move on to the next set of switch and wheel to rotate that to get a different channel. If your TV does not have this manual input then you can only do it from either the remote or some buttons on the TV itself
