It was a friend's & he isn't sure if it works. i have a dell 924 aio and i wanted to determine which to keep & which to donate. Nowhere near me sells it's 32V power cord though & he was unable to locate it. If anyone has an opinion on the subject or a way to for an amateur electrical hobbyist to configure its 3 prong port neatly & somewhat easily, it would be most appreciated, thx!

I have also misplaced the original CD that came with mine. With a new computer, I had to download the printer driver from the HP site (I chose the "corporate installation" one because it was the most up-to-date). Unfortunately, the neat software that helps to scan documents and images does not come with this downloaded software. Even if you purchase a new CD from HP, they tell you that it does not bring the entire enchilada --the scanner software is not included. However, you can still use Windows scanner routines to scan images. To scan documents as pdf files, I ended up downloading Scan2pdf, a freeware. You can easily find it with a search engine. Good luck.
As for a power cord, I know it is far from a standard one. Is it a proprietary plug? My hunch is that it is common among other officejet products.

I would not chance using the other cord. You may end up needing 2 power cords or another printer.
Doing some research, your printer should be a Deskjet 5550. VCVRA 0101 is a different designation not generally used to identify printers.
If this is indeed a Deskjet 5550, a new power cord can be purchased at online stores. (HP does not sell them.)
The part number you need (if in the US) is 0950-4081. An optional cord would be 0950-4082. Here is one such online store that has them:

I would try to connect the printer through the Ethernet port & configure it for use. If the printer works, then the problem will be with the printer's USB port (either the USB socket is loose due to loose internal solder points, or broken). This will require the printer be disassembled & the USB socket either re-soldered to the circuit board or replaced.
