Try to turn it off and on. In the summer no was texting me until my phone died. Then I turned it back on and receive messages. If not that try to update your roaming capabilities or contact your provider.

We are still not sure that it is your handset, If you are using two different phones with two different network mode, that could be the problem. If your phone (able to send messages) is using 2G (GSM) signal, that's fine. And your other phone is using 3G-3.5G (UMTS) signal and you are not able to make a call or even send text messages, then, that could be it, you have to switch its network mode to 2G (or GSM mode) because with 3G, the more mobile uses the signal, the lesser the coverage.

Sounds like the phone hasn't been unlocked properly. I had a similar problem and eventually just changed my sim to the original phones network. This solved all problems but i don't know wether this is the full solution to your issue. I tried to help best as though dude.
