Hi try holding down power button for approx 30 second's if this doesn't work hold Down power button & volume button at the same time & hope it reboots .cheers
If you tried sliding the lock icon and it doesnt move in any direction, chances are that the tablet is frozen. In that case, hold the on/off button for about 5 secs or until the tablet turns off (it will vibrate as it turns off, this is different than just pressing the on/off button) or offers you an option to shut it down. Wait a couple of secs, the tablet will show the booting screen and then allow you to work with it, not just showing you the lock as soon as you turn it on. If it shows you the lock without the booting screen shown first, this means that you didn't really turn it off properly. Try holding the on/off button longer.!

tablets are designed to be throwaway.
you can buy new batteries off ebay but replacing the battery will require cutting and soldering as the batteries in these tablets are soldered directly to the board and are stuck in place with glue and electrical insulating glass tape. Not a big job but fiddly and anyone with a soldering iron skill and basic leccie-tronics can do it.
it may be the battery - when you press the power button does the screen flicker or does the green power light come on.
pressing the power button whilst pressing the up or down volume button should take you into recovery mode - do this whilst the power block is plugged in - if the tablet shows signs of life with the power block plugged in you can be sure its the battery..
when tablets are vroken its usually by being dropped and this can cause the screen connector to come loose so you get no display but power lights will still be on.

If nothing works, then you should take it to a repair place.
has anything been deleted from it when it has been plugged into a computer or has anything been deleted from the device itself from its root directory? if not and its gone like that by itself, it could be corrupted software or a missing root file which is usually bad at first, now what i know about some tablets is if it wont work theres a recovery file usually internally but this is in some tablets only that ive read about, i also have one but havent needed to try to restore it and it can be done from an engineering mode, this is possable by pressing the power button and another button like the home button at the same time once the unit is off untill it turns back on with options, but as for some models im not sure of but i will have to look this up at some stage as i am working on tablets at this time so unless you know what you are doing i wouldnt attempt it, once i have gotten through some tablets ill be able to give a better resolution on this subject with others. the advice ive given wont work for all as pressing power and home will start different options up on different tablets and versions.
