Flash is software that you put on your computer and a celeron processor running @ 1.6ghz is a CPU hardware, flash should be able to run on any cpu. My netbook has a celeron processor running at 1.7Ghz and it runs flash just fine, try downloading it from adobes website.
You are basically limited to what was optional on the model. So you can only upgrade to one of the following cpus:

And you are limted to 2gb of ram max on this model.
You may have to install or update drivers Most of the drivers/software I get are from a web site driverguide.com you need to fill out a free registration then search for the driver you need download it in a format you can use install it and then most times reboot the computer
