Typically you'll receive that message if either the hard drive is unbootable (no boot image) or worse, it has crashed.

Enter the bios and check the boot order. Hard drive should be first and also check to see if the hard drive is detected (this info is usually on the first bios page)

Can you open the BIOS setup at boot? Look for the primary HDD, is it listed? If no, unplug, remove battery, You can try to reseat the HDD, perhaps it's not making a good connection? Or perhaps it was damaged in shipment? Was it packed well? You can remove it and test to verify it's working properly.

your system tries to boot from network. disable the network boot (also called PXE boot) in bios and set your bood media to be your hard disk drive and it should be ok.

The "Error" texts saying:
PXE-E61: Media test failure, check cable
PXE-MOF: Exiting Intel Boot Agent.
Are completely normal. This simply states that there is no external cables plugged into the specialty inputs on your toshiba laptop.

The "operating system not found" is stating that your existing hard drive is either A) dead or B) been erased.

Try to re-install your operating system, if it finds no hard drive, you'll need a new one!

It means that the BIOS cannot find a disk to boot.
Make sure you selected the hard drive in the boot settings of your BIOS
Remove all external DVD drives or floppy drives or ethernet cables
If you get an error message, you should start troubleshooting your hard drive.

Remove HDD and put it back.
For some reason it can't see it.
Also, go to BIOS and run HDD test.
