This hard reset can be done even if the device won't seem to power on.

First of all in user's guide manual says that this tablet works just fine with only 3 IM : 1.Google Talk; 2. Windows Live Messanger 3. Yahoo! Messanger.
Try one of those to see if the camera button appears.

It appears your Galaxy is faulty and it will still be under warranty. I suggest you take it to the supplier to get it repaired or replaced under warranty.
If you try to repair it yourself, you will most likely void your warranty.

I think you'd better ask Samsung for tech help, if you mean reinstall the OS, I think you can.

3. Use the Volume buttons to navigate the menu and select wipe data / factory reset. PressHome to choose the selection.
4. Press Volume Up continue.
The Galaxy Tab should then go through the hard reset process.
If you have access to the OS, you can also perform a hard reset in Settings.

3. Choose Factory data reset.
