This could be for various reasons. Check the power cord and try a different outlet first. See if the power cord is loose or damaged. Next check the brushroll and belt that those are in working order. If you smelt burning or electrical fire or your vacuum made an odd noise before stopping it may be the motor going bad. If your power cord is good and the brushroll and belt good, it is probably your motor going bad.
Some of those belts require a twist to provide the correct motion on the brush and stay on.
To determine the existing motion, install the belt and carefully stand the Vacuum on the handle and observe the rotation of the brush while running. The brush rotation direction should be into it's self so when it's on the floor it acts like it's trying to pull the vacuum forward.
If the brush is throwing dust forward and feels like it's pushing away its incorrectly mounted. Look at the operator manual and it should have a section on belt installation.

Did the machine just turn off or what? What model is the vacuum?
Check for any clogs, first, and clear them if needed.
Also, check to see if the bag is full.
If the motor is working then check the drive belt. There's a door on the right hand side of the Oreck that comes off with a cross head screw. Check the drive belt isn't broken. If its intact then its a possibility that the beater bar has seized up - beater bars from Oreck are available although you should check EBay to see if you can get a cheaper part. Sounds like a drive belt problem though.
