If the counter needs resetting you should have an error message saying that "parts inside your printer have reached the end of life" (If not then it is NOT the waste ink counter). If so then your first call is to the Epson Support site:

Hi,
The simplest way to do this is to grab a copy of the A10_IPR utility that Epson distribute to their customers...
The utility is available to North American customers if you register no this site page http://www.epson.com/ipr/
The utility is also know to be available in the wild if you search for "waste ink ipr".
Just remember to scan any download using a virus and malware scanner before you attempt to use it as some utilities contain trojans or similar nasties.

First off to reset the counter Press and hold 'stop' 'maintenance' and 'power' buttons for about 10 seconds, a message will come on the screen saying counter is reset and to turn off. Now 2nd yes it is legal for them to put unrepairable as it is telling you the life on something in the printer which they do not repair is at its factory designated wear out time.
