I have the same computer and the touch screen has options to be set. But you can touch the screen with a fingernail and it should respond. I assume you have the pen with the machine. What do I do when this occurs? I tried restarting my computer and installing new driver that I found but it didn't help at all. The screen turns when I flip it to tablet mode but the cursor is not aligned with the pen where I move it. Please help. What do I do when this occurs? I suspect the previous owner was using a mouse in preference to the touchpad - you will have to do the same to see if the touchpad and pointer have been disabled in the control panel

No you cannot. It does not have touch capabilities. But that should not be too difficult to verify. Poke your finger on an icon to see if it comes alive.
Have you turned on the Touch feature on Windows 7 yet? That could be the reason why your touch screen feature is not working.
To turn it on please follow this:
1. Open your Start menu and type "Touch" into the search bar. This will show a variety of options, including the "Pen and Touch" options. Double-click it to open the "Pen and Touch" window. 2. Check the boxes next to the "Use your finger as an input device" and, if preferred, check the "Enable multi-touch gestures and inking" box as well. 3. Click "Apply" to set the options and click "OK" to exit the window.
This seems to be a common problem with this Toshiba. I squeeze the molding around the screen near the areas that the touch screen is not working. It usually happends in long blocks that don't respond to the pen.Press along the top sides and bottom running along all the edges with pressure. You may have to work with it a few times but it seems the fix mine for a while.. hope this helps

it's a digitizer (hardware part of LCD screen) problem, U can try to buy that part and replace it or just squeeze a little bit LCD screen on the edges around (don't squeeze the screen itself but just black plastic frame around the screen) - it helped my Toshiba for a while :)
