Check to see if there is a drain filter. My GE has a small "door" at the bottom of the machine that has a filter behind it. If so ALL of the water will drain when you open it so be prepared. Then clean all of the junk from inside the filter or "trap"

The filter is hidden below the lower front panel (3 screws hold this in place) Turn the pump cleanout knob counterclockwise about 2 turns and be ready to mop up any water that leaks out as you remove it. To avoid spillage, you can pull the machine out and tip it backwards 45 degrees.

"F02" is a Long Drain error. If you have managed to verify that the drain lines are clear from the tub - to the pump - the the wall, then this usually indicates that the pump has failed. It can be common for this pump to make noise and still not work.
Just to be sure: Is water running freely form the tub to the drain line when you drain the water? If not, make sure you double check the line from the tub to the pump. Is can be common for small articles of clothing (i.e., wash cloth or underwear) to get caught in this area and restrict water flow. Don't ask me how these items get between the wash tub and basket, but I have seen it happen.
The pump is usually sold as a complete unit and can be found at searspartsdirect.com. Just type in your model number and the part will be listed under the "Pump & Motor" heading. It is listed as item #10 (part #8181684) and sells for about $71.00.
This is a fairly simple job that you can accomplish yourself if you feel inclined to do so. You may have some articles that made their way into the pump housing. Alot of times I see dimes get stuck in the ports of the pump, remove and check out thoroly and also check hoses coming to pump for little son of a gun articles that like to hide.

You need to check the drain filter, which is directly connected to the pump. That is the place where you usually find blockage. The filter or coin trap is located inside the drum. See the schematic below:
If that is not enough, then the drain pump access is located in the front side of the machine, hidden behind the trim at the base. The kick panel is held to the washer's frame by screws:
After removing the panel you will Be able to access the pump. Have a container ready to collect water that will come out through the hose.
DISCONNECT POWER before starting the job.

Dishwasher not draining issue usually occurs due
to kinked drain pipe, clogged drain filter or drain pump. First make sure that
the drain is not clogged and remove clogs if present. If no visible lint is
present then remove the lower front access panel to check the drain filter and
drain pump for any clogs, you'll need to clean the drain filter and drain pump
completely. Also, check for any food pieces stuck near the pump impeller &
clean the chopper assembly. Please note that dishwashers don't drain out the
complete water such that heating element doesn't overheat. Hope this helps...
