There is no camera app on the home screen of my iPad mini. I thought there was one as I remember there being some kind of messed up thing where you could reverse the colors, take a "thermal" picture or video and now there is nothing. When I download a camera app from the App Store, the screen stays black. So, WTF Apple?
There are many camera apps for iPad mini. Below are some recommendations. If you also want some recommendations on photo enhancing, see: 10 Best AI Photo Enhancers for AI Photo Enhancement
Obscura Camera (iPhone/iPad)
Obscura Camera is more than just an interface - but that's a good place to start. Everything is designed around dials that echo those found on real-world camera hardware. This tactile touch is fun, making for a friendly, usable pro-oriented app.
ProCam (iPhone & Android)
Not to be mistaken for the similarly-named iPhone app above, ProCam X for Android is an entirely separate (and simpler) venture. It's best thought of as a premium alternative to Open Camera, with fewer features but more immediacy.
Photoshop Camera (iPhone & Android)
The word Photoshop is synonymous with high-end photographic retouching software, and so it's curious to see it applied to this creative - yet often goofy - live filters app.
I've never experienced the Camera app to disappear, but since you can't get any output off the camera even with third party apps i suggest your iPad camera might be broken. It could be that the native camera app is only available when iOS detects a camera. Since the app is gone i presume both cameras are no longer connected to the base board. Did you have a screen or battery replacement lately? Then go back there and have them fix this because most likely they did not (properly) reconnect the camera.

If the spacebar on the keyboard isn't there (with .com and underscore keys etc instead), you're in the URL-typing keyboard instead of the normal one. Try clicking the @ icon in the bar just above the keyboard to change modes. In handwriting mode, it's the same thing...click the @ icon near the left side of the bottom bar.
