Hello If the DVD do not spins inside the playere, this type of fault can occur. Open the top cover of the player and insert a dvd. See whether it spins inside or not. If not, replace the motor that spins the disc inside. This motor is known as Sled motor. If disc spins inide and the player do not read or play it, replace the Laser Pickup Unit. It is faulty.
H07 is the error code for Disk not Spinning. Open the case, open the DVD rack. Put 2 drops of 3-in-1 Oil on a Q-tip and rub the side of the spindle (located under the optical "eye"). Don't drip! Then close the DVD-rack with a DVD in it. Work the DVD in clockwise direction. Hopefully it will start to spin again.

if you are good with a srewdriver.. you could use a DVD from a computer and swap it to disney
Does the door to DVD slides out or pop the lid.
You still can swap if you are careful and you know what you are doing

The first time, I unplugged the unit for about a minute, plugged it back in and pressed the Open button. The disc was ejected and ran fine for about a week.
Then it happened again, but the unplugging didn't fix it this time.
Try this;
Unplug the unit and let it sit for a few mins to let the disc stop spinning. Then gently pull down on the DVD door. Look at the lower left side of the DVD tray and you should see a large slot. Shine a light into the slot and you will see a dime size white gear. I used a small flat head screwdriver to spin the gear to the right. After 2 small turns, the DVD tray opened enough so that I could pull it gently open. I took the DVD out, gently pushed the DVD tray back in and set the DVD player on my workbench to tinker with on a rainy day. Not sure what the root cause is, but I'll worry about that later!
Your toshiba is not spinning that's why it keeps on saying loading. Unplug the dvd Open the device,once open plugin the dvd and put the dvd cleaner in the player. take your finger on the top where the dvd disk is and spin the disk. What happening is that you are cleaning the len. keep spinning until it spin on its own.Put the toshiba top back on and clean again. It should clean on it's on. Now you can play your dvd. Clean your dvd on a regular basic.
My player was doing the same thing and I noticed that the lens arm was stuck near where the disc snaps into place. I gently pushed the arm away from the center (being careful not to touch the lens). I restarted the dvd player and put a disc in...started right away.

DVD drives spin up the platter and attempt to read from it. If the read fails, they stop spinning the drive. So, I think the problem you have is that the device won't read.
DVD drives have some very small plastic pieces that can break and cause failure. They also have a read head that can get out of alignment.
If you're ambitious, look at the drive and see if you can find any other damage. Don't run the drive open, though, because there is invisible laser that can blind you (there should have been a warning on the top of the drive when you opened it).
I checked eBay and this DVD player sells for under $20 (including shipping), so don't spend too much time on it.
