The water inlet value appears to work 'sometimes' since each P1, P2, P3, P4 program will fill to start but not to rinse. Seems like the water inlet valve is easy to replace. Any advice?

check the inlet valve solenoid there are three of them one might be o/c,also using to much soap can cause this or a coin stuck in the sump hose near the pump.the filter is in the valve but normally isnt the problem

Check the drain line to make sure the water does not siphon out as it enters the machine.

I had the same problem with my unit. The manual tells you to disconnect the water intake at the machine and clean the screen. This wasn't my problem because as you said the problem doesn't occur until the Rinse cycle which means there is water supply to start the Wash cycle.
From the back of the unit, remove the three screws and take of the lid. You'll notice that there are three separate motors do pump water inside the machine at the water intake. When standing in front of the machine, the motor on the right controls the rinse cycle. I connected an AC volt meter to that pump and started the rinse cycle. 240v showed up at the pump, but the water flow was poor. I simply squished up and down the rubber hose connecting this motor to the detergent unit and was unable to free the clog and water began to flow.

The ECU should be tested. Look for the service manual inside the chassis for troubleshooting procedures.

Forgot to mention that, of course, I first checked the pin trap and the inline filters for water. This has only a cold water only connection.
The fact that it will fill at the start of a cycle, but not for the rinse part of a cycle, seems to me to indicate that this is mechanical fault in the inlet valve. I did verify that there is voltage on all the leads of the inlet value during the fill cycles.
