SOURCE: Lens problems
This is an awkward one. If you were clever enough to replace or repair the lens assembly you wouldn't be writing here so all I can advise is to have a very close look at the lens and see if you can notice any slight variation in it's positioning. If you can see part of the lens is pushed slightly to the left then with a very fine blade lever the lens from the left to the right and at the same time switching on. It's often easier to get someone else to do the switching on and off for you. Make sure the batteries are fully charged too. If you can get the lens to come out a little way then keep trying and it's possible it will realign and start working. Of course it's possible you've fractured a nylon gear or two so that will be a specialist job. All I can tell you is that if you can't get the thing to work yourself it's going to be very expensive. The most common cause of this issue on the L3 is an impact which dislodges the focus element in the very front of the lens. The metal platform that the focus system is mounted to is attached with 1 screw and is able to flex slightly under stress. When impacted it flexes and allows the focus drive to become misaligned. The lens still technically works but the camera senses that the focus is jammed and leaves the lens extended so no components will be damaged by retracting. This repair costs $145 at my shop, not an economical repair for this camera. Some parts of the focus element are accessable from the front of the lens. You can remove the metal cover (it is glued down). Generally you will not be able to re-install the lens barrier, but it can be removed without harm to the camera. When you remove the plastic plate which carries the lens barrier you will see a small metal gear, this is the base of the focus drive.

There is a mechanical displacement in your camera. Definitely, it is not a software problem. Actually Digi Cams are very delicate, especially small ones.... So get it serviced from a authorised service station. They will fix the problem....
