The halogen bulb is not turning on.
The lamp power in these is a VERY clever switching supply that does NOT start driving untill a load is placed on it. It tickles the lamp and when relay closes it senses the load and fires up to typically 240 watts. The COMMON problem is that with a known good lamp installed, the socket contacts have burned and do not contact the pins of the lamp. The socket pins are hidden beneath a micalex cover and the fact they are burned away is NOT obvious. Replace the socket with one rated at 12 amps. These are hard to find but they are available.

This unit got a 24volt lamps that came from a transformer. Usually the ceramic contact of the lamp get damaged and corroded after some time and can be replace. You should test at the same time that the voltage is allright with a multimeter. Most sound shop keep such ceramic in stock because its always broken....
