It sounds like the faucet washer has come loose. Pull out the valve and replace the washer or just tighten the screw.

Mixer tap makes a noise like a fog horn when cold water turned on

Usually happens when the stops and not ballanced(hot and cold pressures going to the faucet). Try ajusting the stops; open more on the hot or close more on the cold.
