The symptom you describe is consistent with an overload(short) on one of the power supply output voltages.
If you hear a clicking noise,that is one of the relays ,showing that the TV power supply try to start normally,but then a short condition is detected and power supply shuts off,and all repeats again.
Now from my experience with these units,the most common cause is the power board itself or the Y sustain board.To make the exact determination,further diagnose inside of tv set is necessary(voltages and resistances readings)-a common occurance would be some defective-bulged top capacitors in this power supply you will have to replace the board.
Depending on the models,these boards cost about-$250 to $300 each.Add another $150 for labor and the repair cost will be around-$400-$450.
