I went to the download drivers page of the BioStar website for your mobo here: N68S3B
and the VGA driver for Vista and Windows 7 is the same one 8.15.11.8634 (the "x86" indicates 32-bit, but the driver looks to be the same for both 32 & 64 bit).
Your question about the AMD Athlon can be answered quite easily. It is a CPU and does not need any specific driver. You should however download and install the chipset drivers for the mobo.

Asrock K7VM3 mother board with AMD Athlon 2600+ processor.
The Motherboard is having a AGP slot which says to use AGP with 4X and 1.5 V
Can someone suggest the market products available

The AGP slot on K7VM3 is the standard AGP x8 slot , as long as the
VGA card you want to buy is standard AGP VGA card , K7VM3 can support
the standard AGP VGA card.
Or , you can double check your question with your VGA card vender before you buy it .

Vista Black edition is a pirate copy of Vista, it is probably infected by some malware that will slow the entire system down in time, not just the video display
This is common on laptops that use the integrated ATI/AMD combined system drivers. Try downloading the Processor drivers and utilities package from amd.com and see if that fixes the problems with the video card.
can you pls tell me what is your video card and did you install the driver for your video card? it might be the problem. if you have the cd driver for your video card install it and it should work just fine. hope that helps!
