More than likely the wheel is out of true. There are 2 choices,
1 Buy a spoke wrench and attemp to true the wheel. You can do this by spinning the wheel to locate the spot where the wheel goes furthest to one side then tighten the spoke coming from the opposite side. Do this slowly 1/2 turn at a time. Do not over tighten the spoke. It may be necessary to loosen the other side slightly.
Alternate spokes between both sides of wobble.
2 Take bike to a good local bike shop to be tuned and have the wheels trued. Most shops offer a tune up at low cost. A well tuned bike will last a long time.

Check all your wheel nuts are the correct tightness. Get ALL you wheels re-balanced. If they are ok get the brake discs checked to see if they are warped. Then get the wheel bearings checked for wear. The drive shaft CV joints would be worth checking as well.
If it is a front wheel drive, check & see if the axle nut is tight, if not tighten to spec's, if it is you may have a defective wheel bearing or steering rod, also check the ball joints.
Wish I knew what vehicle but if it's front wheel drive, bet on the wheel bearing, would think it would make noise on turns, usually worse one way than the other.
Use an
Allen wrench to remove the axle from the front wheel. Pull out the front wheel.
Remove the old bearings from either side of the wheel. They should pop right
off if you use a bolt or something similar. Place new bearings on either side
of the wheel. If necessary, use a flat surface for extra leverage. Place the
wheel in the wheel frame. Use the Allen wrench to replace the axle. If your
spacer is aluminum, tighten the axle bolts as far as they will go. If your
spacer is plastic, tighten the bolts as far as they will go, then loosen them
slightly. Spin the wheel to see how easily it rolls. If it doesn't spin freely,
loosen the axle. If it wobbles, tighten the axle. Repeat the steps for the
remaining wheels.
. It seems as though your line bearings inside the wheel need
to be changed. To do this you should: Use an Allen wrench to remove the axle
from the front wheel. Pull out the front wheel. Remove the old bearings from
either side of the wheel. They should pop right off if you use a bolt or
something similar. Place new bearings on either side of the wheel. If
necessary, use a flat surface for extra leverage. Place the wheel in the wheel
frame. Use the Allen wrench to replace the axle. If your spacer is aluminium,
tighten the axle bolts as far as they will go. If your spacer is plastic,
tighten the bolts as far as they will go, then loosen them slightly. Spin the
wheel to see how easily it rolls. If it doesn't spin freely, loosen the axle.
If it wobbles, tighten the axle. Repeat the steps for the remaining wheels.
If the vibration is an up down type(as apposed to a wobble of the bars) check the front tyre for out of round or have the front wheel balance checked. If it is a wobble check the steering head bearings arn't too loose. Also kheck that your engine mounting bolts arn't loose.
Hope this helps

When you go to lock it or unlock the steering give the bars a little wiggle while turning the key. Somtime the rod that goes into the hole gets gummed up. As for the front end wobble I would take a look at the wheel to see if it has gotten bent or if you have lost a wheel weight. Also check the wheel bearings buy getting the front wheel off the ground and hold the front end from moving and grab the top and bottom of the wheel and see if there is any side to side rocking movment. If there is stop riding the bike and get them replaced.
It could be an indication of a bad wheel bearing assembly. Did you check the lug nuts to be sure they are tight? It could also be the tie rod assembly. I would take off the wheel and try to move the just the hub assembly. Do you hear any screeching/squealing noises? Any popping while you are driving? Are your tires wearing? All these are classic signs of a bad wheel bearing. Any decent tire/auto shop can put your car on a lift and check the wheel bearings.
it could be a worn motor bearing, but they usually last for 20 years, i would guess that you have a worn drum roller, the thing that holds up the drum and looks like a wheel. if your sure the motor has a worn bearing then replacing the motor is not easy as you have to unscrew the blower wheel from the motor shaft. it also may be that you are talking about the idler pulley being worn. it is the device that holds tension against the belt and they also will wear out and be "wobbly"
