Windows Narrator is a tool that reads the text on your screen.
It can be helpful to use for many users, but if you are not utilizing it, you can easily turn it off. Windows Narrator can read text and describe events such as error messages that appear while you are using your computer.
Turning off the screen reader is a quick and simple process that does not interfere with system components.

Click the "Start" button, and then type "Narrator" (without quotes) in the "Search" box. Click "Narrator" in the search result list to launch Windows Narrator.
Click the "Control whether Narrator starts when I log on" option.
Uncheck the checkboxes next to "Turn on Narrator" and "Turn on Audio Description."

Click "Apply" to save your changes.
Windows Narrator is turned off.

You can turn Off Microsoft Narrator by following the instructions below:
1. Click "Start" and go to "Control Panel"
2. Now, go to "Ease of Access" section

Here are a few things to try:
[WIN]+[ENTER] (seems to turn narrator on and off)
[CAPS LOCK] + [ESC] (Seems to turn off narrator)
Win 8.1: Control Panel > Optimize visual display (Ease of Access > Ease of Access Center > Make the Computer Easier to see) > uncheck "Turn on Narrator".

I accidentally turned on Windows Narrator using [win]+[enter], so my control panel didn't have the narrator box checked... which means going to control panel didn't turn it off. Finding those hotkeys came in very handy.

click Start>Control Panel
Select Ease of Access to enter the Ease of Access Center.
Click Optimize visual display which is familiarized with the tagline "Make the computer easier to see".
Uncheck the boxes for Turn on Narrator and Turn on Audio Description under Hear text and descriptions read aloud.
Click Save and close the Control Panel. After restarting your computer the Microsoft Narrator will no longer voice.
