Turns out it was the Manual-off-Auto switch that was bad. My DVM showed a voltage drop across the switch. The controller wasn't getting enough power.

The current models of automatic standby generators will have LED indicator lights on the side compartment of the generator. A green LED light will indicate that the unit is in AUTO mode and is ready to run, or is running properly during a utility outage. The yellow LED light will indicate that maintenance is needed. The red LED will indicate either that the unit is switched to OFF or that there is an alarm detected. If a yellow or red LED are present, you will need to check the generator's control panel, as it will describe the type of maintenance needed or the alarm present. This information can be found in the owner's manual as well. I has this problem after performing Schedule A maintenance. Called Generac. They advise this a trip caused by removing the fuse before work to prevent engine start up, The fix is to turn unit in off position and then press ENTER key.
John did you ever get this problem solved because I too am having a similar problem however for me it is also not shutting down automatically when the power is restored
