I woke up this morning with this message across my info panel. I used oven and cooktop last night and it was fine when I went to bed.....
LG had a recall awhile back because the control panel touch control switch was right over the oven vent (on the right side) and use of the oven made it randomly cycle lock/unlock+ ding all night long for weeks.
Throwing the breaker off for the night was the only recourse, besides having LG replace the control panel.
I found that it would eventually fix itself (!), but come back at some point here and there, and then disappear weeks later.

Press and hold the START button for 3 seconds. A beep will sound 2 times. The DOOR LOCKED will continue to flash until the oven door has completely unlocked. Hope this helps.

Got the same problem.
Here's a work around: Turn breaker off, second person needs to hold the CANCLE/LOCK button (keep holding it!)
Turn breaker back on and keep holding the button, lock feature may turn on, red lock light stays on, KEEP HOLDING THE BUTTON. At the end you will get a F11 (shorted keypad) warning. It may take up to 20 seconds or more but in my case the red lock light goes off, the dashes disappear and everything is back to normal.
Now here are the bad news. This does not fix the problem (I think it's the EOC). Every time the power goes off the red lock light and dashes will come back. It also may require to people to fix this/work around... but, hey, it doesn't cost anything either...

system and all surface cooking areas that are in use at the same

The Lock cooktop control avoids unintended use of the surface
cooking areas. When the cooktop is locked out, the surface
cooking areas cannot be turned on by the cooktop touch
controls.
To Lock Cooktop: Touch and hold the ALL OFF/LOCK keypad
for 4 seconds. After 4 seconds, ALL OFF/LOCK will glow red,
indicating that the cooktop controls are in the lockout position.
To Unlock Cooktop: Touch and hold the ALL OFF/LOCK keypad
for 4 seconds.

My Kenmore oven lockout icon was on and I had no power to stovetop. I kept the lockout button pushed in until it beeped.
