My Kenmore oven lockout icon was on and I had no power to stovetop. I kept the lockout button pushed in until it beeped.

LG had a recall awhile back because the control panel touch control switch was right over the oven vent (on the right side) and use of the oven made it randomly cycle lock/unlock+ ding all night long for weeks.
Throwing the breaker off for the night was the only recourse, besides having LG replace the control panel.

I found that it would eventually fix itself (!), but come back at some point here and there, and then disappear weeks later.

SOURCE: Our cooktop will not turn on!!

Got the same problem.
Here's a work around: Turn breaker off, second person needs to hold the CANCLE/LOCK button (keep holding it!)
Turn breaker back on and keep holding the button, lock feature may turn on, red lock light stays on, KEEP HOLDING THE BUTTON. At the end you will get a F11 (shorted keypad) warning. It may take up to 20 seconds or more but in my case the red lock light goes off, the dashes disappear and everything is back to normal.
Now here are the bad news. This does not fix the problem (I think it's the EOC). Every time the power goes off the red lock light and dashes will come back. It also may require to people to fix this/work around... but, hey, it doesn't cost anything either...

SOURCE: I have an LG stove/oven

Shut the power off at the breaker, wait 10 minutes, then reset the breaker. Sometimes the units need to be reset, as power failures will make the computers in them react 'funny'.

Error 40 on kenmore convection oven

The 40 error code indicates a failure of the cooktop lockout board. The cooktop lockout board is not communicating with the main EOC electronic oven control. This could be a loose wiring harness or either the EOC board or cooktop lockout board is faulty. This type of diagnosis will require using a volt/ohm meter. If you decide to check the harness to the boards you will need to remove the back panel for access.

I cannot unlock the cooktop on my Kenmore gas range. There is no lockout button, only Select Clean and Stop/Clear. Neither one of which unlocked the cooktop. There is a little padlock looking symbol t

I'm sorry, but the model number given in the question is either wrong or incomplete. Please check that model number. Usually, on Kenmore ranges, you can find the model # and serial # on either the left or right side of the storage or warmer drawer. Open the drawer and look on the frame of the range for a label. On a few ranges, the label is affixed to the frame between the oven door and the drawer.
As an alternative, please post a clear picture of the control panel.

Whirlpool loc

From a google search the following is copied:

LOC is a control panel lock not a door lock, see below.

The Control Lock shuts down the control panel pads to prevent
unintended use of the ovens.
When the control is locked, only the CLOCK, TIMER SET and
TIMER OFF pads will function.
The Control Lock is preset unlocked, but can be locked.
To Lock/Unlock Control: Before locking, make sure the ovens,
Timer and Timed Cooking are off. Press and hold START/ENTER
until a single tone sounds and "Loc," a picture of a lock and
"START?" will appear on the oven display, about 5 seconds.
Repeat to unlock and remove "Loc" from display.

If the above does not work have you tried removing power from the uit for a few minutes to see if it will reset.

until a second beep sounds (after 3 seconds). I_1will disappear from
the display indicating the cooktop may be used normally (Figure 4).
Note: Starting a Self-Clean cycle will automatically turn ON the Cooktop
Lockout feature. The cooktop will remain locked until the Self-Clean cycle

How do I fix an F40 code on a kenmore elite rlectric range model #790.46709603

The "F40" fault code indicates a Cooktop Lockout error. There is a "Lockout" control board that locks out the cooktop from operating whenever the "Clean" cycle is used. It's not normal to display "F40" unless there is a "Lockout" or an "EOC" (electronic oven control) failure. It may need one or the other or both boards replaced. If the cooktop will operate after the range has cooled and unlocked then it may need the EOC and not the Lockout board. If you can ignore the beeping and the F40 and the range will heat up again in the clean cycle and complete the clean cycle then it could have a faulty Lockout board. Here a link to a YouTube video with the instructions on how to access and replace the EOC.

Here is the lockout board if you need to order it.
Here is the EOC board if you should need it also.

All parts come with a 365 day, any part, any reason return policy.

Electric range surface elements not working after self clean cycle.

It sounds like it is broken. You can bypass it by connecting the 2 wires together. This should be fine until you replace it. They aren't that expensive.

Keys on the oven are not working so I can not start oven bake

Thanks for posting to Fixya I will be helping you today. You have posted that you have a Kenmore Elite 44173 electric cooktop with a problem. However, you also mention your are having trouble with the oven not working. This post maybe categorized wrong but I will try to answer you question for both a range and oven control.

Sometimes on a cooktop customers will lockout the controls on accident while cleaning. Usually there is a button on the control that you hold for 4 seconds +/- and there is a little simbol of a padlock next to it or you might have to check the owners manual.

Lastly, Ranges may also have a lock out feature that the customer must press 4 seconds too unlock. On select models controls may also be locked out by putting their oven into sabbath mode. Usually the display will indicate a "SAB" to alert that this feature has been set.

*In general the above instructions should help if your unit is locked out.

Happy Holidays!
