Whant to take a photo of myself via webam to pdf format

There are a couple of things you can do to create a PDF from an image file. If you have access to Photoshop just open the file in that and save as a PDF. If you don't have photoshop you could try a free online jpeg to PDF converter (I am not affiliated with this co but a Google search for "free online jpeg to PDF converter" brought up this top result, http://www.convert-jpg-to-pdf.net/ ) The other way is to simply paste your jpeg image file (or insert picture/media file) into a doc or Word document and save it as a PDF. Hope this helps

When I go to scan a doc to e-mail I get an error message that says (Not Set Up on PC) and I am unable to scan and send a doc via e=mail

Well as a workaround, as long as you can actually scan and save ... What you do is scan what you want, save it, then either save it as a PDF OR convert it to PDF After which you can then "Attach" it to any email you wish. I recommend PDF as most people have Adobe Reader.
If you can't scan to PDF, and it only saves as say JPEG, then get DoPDF http://www.dopdf.com/ To convert it from JPEG, JPG, BMP etc.

Saving a document as a pdf

JPEG gives small size outputs as compare uncompressed TIFF. This is probabbly the best for color. Try reducing the resolution to 150-300 dpi.
