You are limited to which IOS will go on your Ipad mini. It is Apple's way to let you know that some of the software will not work with your current hardware.

I have a similar challenge. Netflix works fine on my iPad mini and Samsung smart TV. The trouble is on the Apple TV .
I think I restarted the Apple TV to set this right.
Try going to settings -general -reset on the iPad 2 and see if there is a possibility there.

Is the screen broken or is it just the digitiser? There are many excellent videos available which take you through the process of replacing all parts of your iPad.
However, it is not something that can be fixed easily and you need to exercise great patience in dismantling your broken iPad and replacing the damaged parts.
Make sure you have plenty of space in which to work and place all the parts of the iPad around your working area so they are easy to reach.
What wrong with your iPad 3? Maybe you can reply on the tablet replacement repair parts for iPad 3 to make your iPad return back new and health. Nowdays, there are more repair parts for fixing the unflexible and scracked.
I've never experienced the Camera app to disappear, but since you can't get any output off the camera even with third party apps i suggest your iPad camera might be broken. It could be that the native camera app is only available when iOS detects a camera. Since the app is gone i presume both cameras are no longer connected to the base board. Did you have a screen or battery replacement lately? Then go back there and have them fix this because most likely they did not (properly) reconnect the camera.
