Sounds like the engine stop cable has stretched or broken and is not releasing the engine brake. This cable also disengages the kill switch to the ignition module. Follow the cable from the upper handle down to the side of the engine and watch how far it will move the brake lever. If it is less than 3/4 of an inch, the cable will need to be replaced.

You probably have grass or other debris caught up on the drive shaft. Turn the mower over, and where the drive shaft (that the blade rides on) disappears into the mower, squirt some WD-40. Make sure to go around the circumference of the shaft.
Then turn the blade by hand (carefully -- you might want to wear thick gloves) and apply some more WD-40. The blade should become easier to turn, which will allow your pull cord to be pulled all the way out.
If the cord pulls farther than it did before but still not far enough, repeat the procedure and apply more WD-40 or oil.
you must take apart the cord recoil and rewind the pull string,inspect string make sure its the same thickness through out if not replace it, not too hard i believe you can do it.
one of 2 things cylinder has oil, or gas in it remove plug and pull several times to see if anything blows out of sparkplug hole 2nd thing is to replace flywheel key or key on bottom of crank where the blade is attached.let me know
Morning,, yes I did find the problem.. previous person that worked on it installed the main jet tube upside down. The Red one with the two "O" rings on it. I cut off the crimped end and opened the hole and reinstalled it and it started right up.... Thanks anyways....
