This is generally referred to as bird nesting or thread nesting. I prefer to call it a thread mess...
Be sure to install a brand new needle.
Remove the top thread from the machine.
ALWAYS RAISE the presser foot and rethread from the beginning.
Set the top tension to the midway point then test the machine.
The optimum tension is achieved when the top and bobbin threads meet in the middle of the fabric. If the top thread is still showing too much on the bottom of the fabric, increase the top tension. If the bobbin thread is appearing on the top of the fabric, loosen the top tension. Seldom, bobbin tension may need to be adjusted, but this is very rare. In most cases, the top tension should be the main tension regulator.
Tension is a tug of war between the two threads. Correct tension is reached when neither thread wins but neither thread loses.
FWIW, tension is never static. Tension frequently needs to be adjusted every time a new project is begun since fabric, thread, and needle changes can affect tension.

What kind of machine is it? Your manual should have a troubleshoot list for this issue. If you don't have the manual...go to the website of the brand. They should offer a downloadable manual.
What brand is your machine? Also, are you using a new needle?
Looping thread underneath is a top thread tension issue...
