You need to fill the based to the max solution line. There is not enough solution in the container.

SOURCE: how i clean my razor

I have this razor as well. Just flip the heads open, dump the hairs in the garbage and rinse the heads (while open) under hot water. Keep the heads open until dry and close on up.

SOURCE: Norelco Arcitec Razor cleaning cycle does not

I have had 3 1050CC shavers all with the same problem. Apparently other models have the same issue. After about a year of use, the unit reverses after dipping the shaver into the cleaning solution for a second. Two were replaced by Philips within the 2 year warranty period. I still use the 3rd one. There are several things you can try. If the cleaning solution is low this will cause the shaver to reverse and not clean. Add more cleaning solution. I have noticed that sometimes I have to add more fluid to the unit after a week of use. Sometimes it is necessary to fill the solution a little above the max fill line. Be careful though. Filling it too much above the max fill line can cause cleaning fluid to run out of the bottom after a cleaning cycle. If the above two fixes don't work, then press the clean button and after the unit reverses back up, wait about 5 or 10 minutes and press it again and it should stay down as long as there is enough cleaning solution in the unit. If you wait too long or too little to press the button, it won't work. I have noticed if I press the button immediately after it reverses the same problem occurs. Also if I wait 30 minutes before pressing the button the same problem occurs. There must be some sort of timing cycle. You may have to repeat this process a few times to get it to stay down and clean. This is the only way I can get mine to clean now. Obviously something is getting dirty or wearing out over time in the cleaning system. Since I have had 3 shavers with the same problem, I know many others have had it too. Philips must be aware of the problem. It is frustrating that they don't offer help on their own website and consumers have to band together to solve problems that they should be solving. The two year guarantee is very generous, but there is a design flaw with this product.

SOURCE: I need a users manual for my philips norelco

The user manual will not help you with this because the Arcitec models were designed so that the cutters could NOT be removed to be cleaned. This is a major disadvantage with the Arcitec models as you can not disassemble the heads to thoroughly clean them. This causes you to have to replace them more frequently.
You can try running the shaver head in a dish of rubbing alcohol to try to loosen the build-up and rinse it out but that's about all you can do.
If you need to replace them, you will find at shaveroutlet.com. See link below

SOURCE: Jet Clean System not working

I had this same issue with my shaver and tried the method suggested without any affect. I then looked at the underside of the razor cradle and discovered two philips screws. I removed them and and a plastic cover comes off to expose the fluid sensor. The sensor has two wires leading into a molded assembly. I noticed that mine had a couple of cracks and one caused a piece of the material to fall off. I could now see a piece of metal underneath. I cleaned the sensor with water to remove all cleaning solution and then dried it with a hair dryer. I searched for something to seal the sensor and found some touchup paint for my car. I used it to paint and seal the visible surface of the molded sensor. I re-assembled the unit and let it dry. Everything worked fine after that.

I've purchased new blades for my Arctic. they did fine until they got clogged. what can i do to clean my blades? this IS a problem. if i can't find a solution i can't purchase norelco again. please...

It's a hack, but you can use needle nose plyers to let you pry open those razor blade heads to clean the blades inside the heads. My Arcitec shaver stopped working after being clogged, rather than pay $50 for new blades, I just opened it up, took out the blades and cleaned it with an old toothbrush and soap.

My razor blade heads no longer rotate but when removed the mechanism underneath is spinning normally - the razor is clean and fully charged.

It sounds like your heads are damaged and need replaced. You can not repair theheads if damaged. You will find replacements for Arcitec shavers at shaveroutlet.com. See link below

Cleaning the blades of my Electric razor

The smell that you are noticing is a mixture of decomposing skin particles, skin oil and hair. This is because you are not getting the blades clean enough.
Philips (Norelco) has been introducing all of their shaver with the ability to clean them with water, however, this is not a very good way to clean them because the oil in your skin that collects on the blades does not easily clean out with water. If you must clean with water, make sure the water is as hot as will come out of your faucet. A better way to clean it is with rubbing alcohol because it works better and will help kill germs which may cause smell.
Of course, the best way to clean the shaver heads is to remove them individually and brush them out thoroughly. However, Philips made it impossible to remove the blades on the Arcitec models. The Arcitec modelsare simply designed very poorly for cleaning.

If you are unable to thoroughly clean the heads, you may elect to replace them. It is suggested that they be changed every 12 months. You will find replacement heads at shaveroutlet.com. See link below
