It's your graphics chip and memory I'm worried about and whether you have shared graphics memory coming out of that 1.49GB, since you "meet" the Display Requirements and really should exceed them for some functions of Google Earth. Upgrade your graphics board, cause you may just be squeaking by with only 32MB, as 64, 128, 256, and 512MB have been de rigeur for years now.
Try installing codecks, to play multimedia it's required to have the right codecs present, DirectX isn't requiredfor movie's, only for 3D Graphics which require the Graphic Card to do all the work.
Try installing K-Lite Mega Codeck Pack, it includes lots of codecs for multimedia. It's 100% free and legal. It comes with a small multimedia player called "M-Player Classic" which looks like the old Windows Media Player.
