sir i have c7 nokia when it on a message shown. phone start-up failed.contact the retailer.plese help me what i do

This is part of the reason why I will never advice anyone to buy a china immitated nokia phone. It will never stop giving problems.

Please go get yourself a good phone.

Your phone can be repaired by formatting (soft/hard)
For hard formatting as your phone is unable to start,
Keep pressing 
'Green', ' * ', and ' 3 ' keys and start the phone.
Keep all the buttons pressed till the phone says "Formatting"
The phone formats, starts, and all the data is lost.
But the phone is all OK as before.

cannot start up n-gage qd...is restarting itself

take the phone to a mobile service center and have them reflash the firmware on the phone.

If you have restarted the Phone by ejecting the battery and inserting it back & yet it's not starting, you should contact the Service Center.
