I opened the TV, but no "switch" on the PCB to do a "reset to factory". ... You almost certainly need the remote, and also the service manual that .... and I was able to get into the menu by remote and to disable the Child lock.
The child lock on a TV can be a
wonderful thing. A parent sometimes cannot be present for the duration of a
kids' show, so the child lock ensures they can't watch programs that are off
limits. The lock can, however, cause unwanted trouble--if it gets accidentally
turned on and you don't know the code, you can find yourself unable to fully enjoy
the full range of available television stations. Follow a few easy steps you'll
be back to watching regular TV in no time.
Instructions
Locate
the manual for your television. Though slightly embarrassing, accidentally
turning on the child lock to a TV is a common problem. The section In the
manual about how to set the child lock feature will also explain how to unlock
it.
Try
a few "universal methods" for unlocking the child lock. Some
televisions have a universal code built in for disabling the child lock --no
matter what your code is. A common code is "0000."
Unplug
your television for a few minutes. The internal battery of the TV is what helps
remember what your code. If the TV is unplugged for an extended period of time,
it clears the internal memory, which in turn will reset your child lock code.
As long as you remember the "CODE" The child lock on a TV is a wonderful thing.

Bring Up TV Menu ; Power on the television with the activated child lock on. Push
the "Menu" button on the remote control. A series of features appears on
the screen, ranging from the overall TV functions to the video display
and the audio setup features ,Choose "Options" and a new menu
appears on the screen. From the new menu select "Child Lock." The exact
setup selection is going to vary slightly, although the child protection
is always referred to as either "Child Lock" or "V-Chip." The V-chip is the actual chip built into the television that blocks out certain television programming.
Try
a "factory reset" action... This should be somewhere in the TV
menu system. However Please note that will clear everything, so you may need to
re-program every things..the channels etc.
Hold the lock key in the remote for few seconds . you will get the lock tool bar . you can unlock it there
Hold the display button on the remote for 10 seconds.
As a The last solution which is common for all TV sets..

1.check the batteries are properly installed with correct polarity.(+ and -)
2.Check weather correct remote operating is set.(TV,VCR etc)
If both are OK then please programm your remote again with the TV.As you removed your battries it might reset the code
When using buttons on TV it says CHILD LOCK is ON.
Child lock fuction is to prevent children operating buttons in TV console. This can be set only by remote. Cannot set by TV console Buttons.If this fuction is activated you cannot use the TV console buttons.
sometimes you can go through your tv menu to solve this problem... or you can get a advanced universal remote from walmart that has the parental button on it
