Some chargers have 2 LEDs (lights), some have one. Both chargers have an LED that is red (or orange) when the charger is charging a battery and turns green when the battery is charged and the charger has dropped back to trickle charge mode or off. On the charger with two LEDs , the extra LED is normally red to indicate the mains power is connected.
If all lights go out after the battery is inserted, the charger has entered pre-charge mode. In approximately 5-10 minutes, the orange and red lights should turn on indicating that fast charge has been initiated. If all lights remain off after 15 minutes, remove the battery. The orange light should glow. Reinsert the battery. If the orange light goes out when the battery is inserted and all lights remain off for 15 minutes the battery should be replaced.
Remove the battery then connect the charger without the battery. Then hold down the power button for a few seconds. The red light may come up for a quick second during this process.
Don't remove the charger. After the red light goes off then insert the battery and check if the light turns amber or orange.
Leave it in orange or amber light state for about 2 minutes. After that, try to turn it on. If it turns on then it is resolved. If not then there is a hardware problem with your phone and it needs to be checked at any HTC Service Center.

Your DS may have a problem reading the battery gauge, and the DS will only let the charger do its thing for a period of time. Then, if it is still connected, it may burst more charge in. This means that your DS is acting up, and your battery may have a rare (and not harmful to the DS) malfunction.
