If you have installed a network card, uninstall any software you installed for it, then shut down your PC. Uninstall the network device you are having trouble with and boot your computer into safe mode (Power up the computer and IMMEDIATELY begin to tap the F8 key SLOWLY about ONCE PER SECOND until you see a menu, then STOP. Use arrow keys to select safe mode then press enter) to see if it will start correctly. If windows starts in safe mode, the reboot. If windows starts normally, there may be a problem with the driver software (download new drivers) or the card itself is bad, and windows chokes on it. You may wish to try and install it again, but that is your call. I would try a different adapter.
