Try a complete wiping of the hard-drive unless you are doing an upgrade, you will lose all data on the drive. If that doesn't work, you might not be running enough ram memory for 7 to run cleanly on you machiine, go ahead and upgrade.

You must find "eMachine" XP USB drivers for your computer.
If all USB support is "enabled" in BIOS, the conflict is with drivers.
XP is loaded with many generic drivers, however eMachines is proprietary and requires eMachine drivers for most on-board hardware.
Contact eMachines support to locate the drivers (if available).

My computer does a similar thing, the issue with mine is the mother board which requires everything to be at a certain temperature. Let it run on the start screen for a couple minutes and hit the reset button. If it doesn't boot up you're going to have to get more involved with your PC. Turn off the power, unplug the cord from your power supply, open the case, look for the battery and the JP8 (CLRTC) jumper. Move the jumper from pins 1-2 over to 2-3, wait 30 seconds, and move the jumper back. Close the case, plug in the power cord, turn on your machine, and boot it up. If it still fails to boot check that all cables are securely attached (inside and out), check that the RAM is securely seated, and check the CMOS battery to be sure it is not dead. Beyond this you're looking at a component failure and should contact a repair tech.
P.S. if you feel up to it and can't wait for service, pull the hard drive out of the first computer and use it in a different computer. Be sure to unplug the hard drive from the second computer.

your getting power to your PSU, via the green light on your mobo.
verify the PSU has a green light(most emachines do)
it sort of sounds stupid but, check the connection of the cable coming from the front of the case(the wires that connect to the mobo to the power button on the outside of the case.
if all else fails, take the pc out of the case.. put all components on a static free bag and start to rebuild your PC(without a case)
...this will rule out a short on the PC case, and faulty wiring from the case...
pretty much sounds like you've been through almost every step except replacing the PSU(you just said you tested/but your getting power to the PSU)
