Are you worried about handset ringing or the incoming call ring?
1. If you want to check your handset ringing, you check it by calling from your base to your handset via INTERCOM. If it rings, then your hanset ringing is working. The trunk or the Tel Company dial tone is the one not going in to your phone.

In most cases, the ring tone callers hear (incoming ring tone) is controlled by your cellular service provider.
Try this first: (On the Internet) Sign-in to your cellular account. On your account page, look for a link that directs you to your incoming ring tones (or similar). There, you can change your incoming ring tone.
If you're unable to do that, contact your cellular provider's Customer Support. They can assist you in changing your incoming ring tone.
No dial tone on telephone set? could mean alot of things. Phone went bad, jack is bad(test in different jack or from a network interface, either inside or outside. depending what your dwelling is)
Just to point out a fact, when dial from your mobile to that number that has no dialtone, that ringing sound you hear is from the central office that is putting out that ringing, it has nothing to do with the phone you're trying to ring to. You would hear the ringing sound, even if all your phones were unplugged from every jack in your dwelling.
Adjust the volume
Your HP all-in-one provides three levels for adjusting the ring and speaker volume.
The ring volume is the volume of the phone rings. The speaker volume is the level of
everything else, such as the dial tones, fax tones, and button press beeps. The default
setting is Soft.
1 Press Setup.
2 Press 4, and then press 6.
This selects Basic Fax Setup and then selects Ring and Beep Volume.
3 Press to select one of the options: Soft, Loud, or Off.
Note If you select Off, you will not hear a dial tone, fax tones, or incoming ring
tones.
4 Press OK.

Are you hearing dial tone before you ring out? When a phone doesn't dial or ring, it's the first sign that it's not connected to a working phone line. Try a regular phone in the same jack first.
