Pre charging can simply mean that the item is charged right out the box (charged in factory).
However it also describes the function on some batteries to Charge a completly dead battery.
When a battery is so flat that the connections are not being made some batteries turn off all load to the tool and start a high voltage charging sequence.
Also i have seen Batteries in a Matrix Oil dispensing system do this do this when they get to hot.
Is the Battery very flat or very hot when this happens?
Special Charge Modes: If all lights go out after the battery is inserted, the charger has entered pre-charge mode. In approximately 5-10 minutes, the orange and red lights should turn on indicating that fast charge has been initiated. If all lights remain off after 15 minutes, remove the battery. The orange light should glow. Reinsert the battery. If the orange light goes out when the battery is inserted and all lights remain off for 15 minutes, battery should be replaced. After inserting battery, if the orange light is on while the red and green lights remain off, remove battery and re-insert. If the orange light is on while the red and green lights remain off, battery should be replaced.

Run the battery all the way down until it's dead. Then fully recharge. Do this at least twice.

also look and see if a light flashes when you plug it in

I had the same problem and found a solution on another forum...
Plug the battery into the charger. The yellow and green lights come on. Leave the battery plugged into the charger. Plug and unplug the charger power cord from it's power source a few times until the the red charger light comes on..... problem solved!
I think the "smart" circuit in the charger that is supposed to trickle charge before the regular charge cycle needs at least some battery power to test and start the cycle. If the battery is totally discharged, the test can't deternine the battery status and will not charge.... Plugging and unplugging the charger seems to bypass this teat and charge the battery normally. The charging process should work normally after this method.
