Does the blade actually stop when you try to cut or does it spin but not cut. If it is stopping, and the motor is still running then I am afraid you have stripped gears and will need anew armature and spindle gear (sometimes complete with spindle, sometimes a press fit with a woodruff key to locate it). If the motor is stalling then it would suggest that the field coil is faulty, but you would notice excessive sparking from one brush if this was the case. if you get major sparking from both brushes then the armature is probably faulty, or if you are lucky it could just be brushes wearing low and not making a constant contact.
If the blade is spinning and not slowing when you try to cut I would think it is either blunt or mounted the wrong way round.

I have installed a new blade in my circular saw R32021 and the blade stalls even before I begin to cut wood

by stalling do you mean that the blade stops spinning or the motor stops turning
if the blade stops spinning then the mounting bolt for the blade is not tight enough
if the motor stops spinning , junk it and get a new unit

Unplug the saw first. Then raise the guard and lower the blade onto a piece of wood to keep the blade from turning. Using a proper wrench, turn the nut in the direction the blade spins when cutting and remove the nut and blade.

Saw stops when i start cutting 1/2 plywood.

If it actually binds and stops the motor...... it sounds like the motor is bad, the bearings are bad, or the blade is on backwards. If the motor keeps spinning, but the blade stops then the gears are bad or the blade bolt is not tight.

I would suspect a combination of the two! You blade probably isn't sharp and your saws brushes are probably getting worn. The brushes are made of carbon and are pushed up against the rotor by a spring. As the brush wears down the spring doesn't put as much pressure on the brushes which means it will stop working when placed under heavy load.

Not cutting through wood. Cuts are diminishing.

Sounds like the wood your cutting through is to hard for your battery powered saw....try one with a cord they work much better, especially for hardwood's.
