Usually when a digital camera has lens issues, they will turn on very briefly, then turn off. Try holding the bottom button in on the lcd side as you push the power button to see if your camera will display stored pictures. My daughter dropped her boyfriends 1060 in muddy water the other day and I cleaned it enough to get it to show pictures but couldn't get the lens to work. A drop or a speck of dirt will stop the lens from working. Haven't had much luck getting lens unstuck, but have replaced the lens unit, usually better to buy new camera unless you are very handy and can find a 1060 with a good lens and bad LCD, which I have done a few times. Looking on Ebay, most of the 1060's being sold 'as is' have bad lens and good LCD's......not good for us....hope this helps.
