The harware on the top of the handle bar are rivets, there is no way to really tighten these. It is possible that there is a broken mechanism in the handle bar causing it be loose. The only solution for that is replacing the handle bar. If you need assistance getting a replacement part please email me directily at [email protected]
This is called the "hand grip connection bar". Your dealer should be able to get this part for you. Please ask for part number SPQ465230.
