TOT Penalty means: If the radio transmits more than a set time, it will beep an T-O-T error tone and the radio will only receive a signal for the penalty time. (TX inhibited for this time).
Under the above mode, press Up/Down buttons to select On or Off and then press Mode button or PTT button to set Busy Channel Lock Out. The radio will then save selection and exit to receiving stand-by

To DISABLE... navigate the menu to "PENALTY" in the display... press mode button... then use UP or DOWN buttons to select mode... to disable select "OF" (which means off).
it sounds like u fried your final.. Its only your driver/buffer transistor that's working right now.. if u can identify them usually large square transistors close to the aerial conn, look for # on front of transistor buy replacement and replace . if your handy with the iron it should be a cake walk.

Aluminum is a great conductor, and it sounds like your setup is just fine. Make sure that CB/PA switch is in the CB position. If it is, and you still don't hear any transmissions, chances are that there's just no one using this one-popular service in your area. I just tuned through through all 40 channels here in San Antonio, Texas, and didn't hear a single peep.
red to (+) , black wire goes to (-) on the battery, 50 Ohm Coax cable to an aerial mounted onto a flat horizontal metal ,so that the aerial is at 90 degrees to the flat metal its monted on. Adjust the aerial size to see a SWR less that 2
